Emphysema is called COPD under the umbrella term. Most people with Emphysema have COPD by definition .

My understanding of Emphysema is that it is Terminal , leading to death ; This opens the door to the "Right to try " laws now in many states.

I applied this to stem cells and Gene therapy and this looks like we qualify.

Yes, it's a progressive, fatal disease. I agree that this would open the door to experimental treatment under Right to Try laws.
